I reside at the Olowora axis of Lagos. The complaint in this area is the billing system which is killing. PHCN all along kept on saying we would be metered soon. Please how much longer must we Waite????

Dear Simeon, Thank you for using this platform. You can challenge your estimated bill if it is too high, get it reduced and get a meter installed at the same time. To initiate this process, 1. Formally write to the business unit of the electricity distribution company supplying electricity to your premises asking them to conduct a review of your bill and to carry out load assessment on your house. Ensure your letter is received and properly acknowledged by an official of the company. Keep a copy of the acknowledged letter for yourself. Chances are they will not respond to your letter but this is a necessary step before you can take the matter to the Ikeja Forum office of the Nigerian Electricity Regulatory Commission (NERC), who are statutorily empowered to handle the issue. 2. Wait for 15 working days to elapse. 3. If there is no response from the distribution company or if the response is unsatisfactory, write a petition to the Chairman of the Ikeja Forum office of the Nigerian Electricity Regulatory Commission {NERC}. The address can be found on our home page. You need to ensure your letter is duly acknowledged by the Administrative Secretary of the Forum or any designated officer. The letter should contain your name, phone number, email, IKEDC account numbers, as well as a full narrative of the issue. Also enclose a copy of the letter written to the IKEDC, and attach copies of your estimated bills. If you have difficulty putting these letters together, use the template provided on our site. After submitting this letter, wait. You will get a notification SMS or email from the Forum informing you of the date fixed for your hearing. During the hearing, ask for a prepaid meter to put an end to the estimated billing. It will be so ordered. NERC regulations require that every dispute must be settled at first instance within two (2) months of the date of presentation, so if you initiate this process immediately, it ought be resolved before the end of October 2018. However, the 2 Lagos forums i.e. Eko and Ikeja are known for delaying the resolution process, so it may take more than 2 months. Be patient though, as it will be resolved eventually. In the meantime, in order not to be disconnected from electricity, you can make an arrangement with your DisCo on an amount to be billed each month pending when NERC resolves your billing problem (we advice that you reduce this to writing if you go this route). However, if such an agreement cannot be reached, you should pay the average monthly bill for the 12 months immediately preceding the disputed billing period while the dispute is being resolved. Inform Ikeja EDC in writing that you have initiated a bill review at the NERC Forum (please attach a copy of your letter to the Forum) and that, pending the conclusion of the review, you will pay ONLY that assessed average till your petition is disposed of.
