On Friday 13 April 2018, PHCD brought the April bill. Surprisingly, today 17April 2018, some of their men came to disconnect my flat, claiming we are owning. I was not at home but my wife explained to them that the bill was only dropped last weekend and we would pay before Friday 20th April, this fell on deaf ears. I see this as injustice and unfair. What can I do?

Complain IN WRITING to the PHEDC Business Unit serving your location. They may not take any action but it is a necessary step before you can take the matter to the NERC Forum, which is statutorily empowered to handle the issue. Give the DisCo 15 days to respond to your letter. If they do not, write to the Chairman of the Port Harcourt NERC Forum. You can find the address on the link below. You are entitled to damages at a minimum of #1,000 per day for each of disconnection till you are reconnected. The Forum can award this to you. You can also take PHEDC to court and seek exemplary damages. The more their pockets are hurt each time they do things like this, the faster they will change their business practices.
